Montro, if the admin application section is locked it usually means, no admins for now. ;( If there's an opened spot for it, it'll be announced.

If you never had any D only explanation is; sometimes when someone sets D and that person drops I think it gives that D to the next person to join in after that person dropped.

Admin is such a bitch.
