Actually, even in 1.40, the function still works... I just tried it.
It switched Tribes to windowed mode, and opened Chrome in the background. That URL redirected to www.tribesuniverse.com, which didn't respond.
However, that is a local command, not remote, so you'd have to exploit clients to utilize it. I'm willing to bet that the players who do not have their exploits patched are the same players who do not have the all of the client-side missions. So, if you can find an exploit that isn't as pervasive as Bob's, and exploit only the players who get kicked for mismatched files, and link them to a webpage (not a direct download) explaining how to install the files, that would be great.
And if you can purchase www.tribesuniverse.com, that would also be nice.

That's actually a really good idea! Now I can start fiddling with custom .dis shapes and unique terrains

I doubt they'd care to even give us an answer. They probably have an email filter for anything with the word 'tribes' in it and automatically gets sent to the trash.
