also, it's worth considering that you could make an .exe installer that has options for higher res textures so that win8 users could choose not to use the plugins/hires stuff
something like this one i made only like, newer and better

Good idea, but I still wish we could just fix the problem. Sadly work around might be the only option. I wonder how them skins will look resized to default size.

You Would Be Using a very old '98 game with a brand new operating system. I wouldn't suggest doing it, It works fine with 7, but not so much 8

What is the process for changing the textures of a Tribes object? If it is easy then I would like to take a shot at making a 4k texture pack.

the process is easy, just replace a .png in a .zip and set the original file resolution in mjhires.acs.cs
a few problems arise : textures are used in many different maps in many different places so what looks cool as a replacement on one map can look like crap on another
i think the max size for replacements in emjays .dll is 2048x, although even that is overkill imo
tribes loads every texture in the zip @ map load, so replacements slow down map load as well as drive up memory usage
dont know the internals but replacements cause much higher memory usage than you'd think they would - i found about 4x the size, so a 10MB increase in textures causes a 40-50MB memory usage increase
