Voting to change the map

We were playing a map and was voted to change. The vote was 8 to 6 and it didn't pass. Not sure why.

You need 3 "yes" and 2 or less "no" to make a vote pass. in that case, the proportion was 4 to 3.

if people are in obs or dont vote it counts as part of the total number of players. so it goes by a percentage, not votes cast.
in other words, if 5 vote yes and 5 vote no and 5 dont vote. the server things that only 1/3 of the server voted yes. so since it is not a majority, then it wont pass the vote.

if most players want it, I dont see a problem with forcing the vote or changing the map for them.
